How to fix Apple Pay services are currently unavailable on iPhone?

I'm trying to add my new Apple Card to apple wallet on my iPhone (14 Pro Max), but I get an error message with the title "Apple Card Unavailable" and description "Apple Pay services are currently unavailable. Please try again later." I have tried several times today already, from morning to evening, with no success. However, this morning I was able to add the Apple Card to my iPad with no issues?

Is you iPhone updated to latest iOS, 16.4.1 or higher?

Update iOS on iPhone - Apple Support

Once updated please do a forced restart.

Force restart iPhone - Apple Support

If you card is still not installing, please logout of your Apple ID, restart your iPhone and then log back into your Apple ID.

This is in regard to an Apple Card Mastercard account, correct? If not, what card specifically are you trying to add?

Yes. I just tried it again after going through my settings and just toggling things off and on and it finally added it. Thank you.
