Touch ID Setting Disappeared on iPhone 6S after iOS 15.7.4 Update

Updated my iPhone 6S to iOS 15.7.4.  Touch ID sensor is not responding reliably (but not broken; it does work ~ 50% of time). Want to add new fingerprint. “Touch” function is generally working (e.g., invoking Siri), but can’t find how to reset Passcode.   


“Touch ID & Passcode” does not appear in main list of Settings (see screenshot). Searching Settings does not bring up anything relating to “Passcode,” “Touch ID,”  Hard reset did not fix problem. Where is this setting?


Other items noted that I don't believe affect "Touch ID & Passcode" availability, just mentioning:  No screen protector; fingerprint reader and fingers clean.  Have “Rest Finger to Open” in Settings > General > Accessibility > Home Button.
