Not able to connect to Thunderbolt display after upgrading to 13.2.1

After upgrading to Ventura 13.2.1, I am not able to switch to my Thunderbolt display. I use Apple's Thunderbolt to USB-C adapter. It was working till the upgrade.

I am on 13 inch MacBook Pro with Apple silicon (M1).

MacBook Pro 13″, macOS 13.2
