OLDER Thunderbolt display not working with Macbook Pro (M1)

I have a Macbook Pro (13-inch, M1, 2020 running Ventura OS) that seems to work with the old Thunderbolt display, but not the OLDER Thunderbolt display that only has the 3 USB ports in the back. Any suggestions on how to make this work?

Apple Thunderbolt-3 <-> ThunderBolt-2 adapter is the only way to run a genuine Apple thunderbolt[-2] display from a Thunderbolt-3 or -4 Mac.

This US$50 adapter supports ONLY ThunderBolt displays, no other types of displays, even with additional adapters.
