I recently got my 13 year old twins iPhones. The set up appears to be the same but I cannot call one of my daughter’s phones. I am set up as her emergency contact and one of her downtime contacts. I have confirmed all of her settings and my number is not blocked on her phone but I get the message “The person you are calling cannot accept calls at this time.” Please help!
Thanks for the response. Yes, screen time is enabled but calls are allowed to her downtime contacts. She can call me, I just can’t call her. Any thoughts on that issue?

What comes to mind, is the "Do Not Disturb" or "Focus" settings, or "Silent" mode.
(Wondering if your daughter gets calls from others ok.)
Wondering if Screen time is set up:
Eg: When you schedule "downtime" in Settings, only phone calls and apps that you choose to allow are available.

Use Screen Time on your iPhone, iPad, or iPod touch - Apple Support
You could also check your number is in your daughter's "Contacts" and has a ringtone ... (ie: not "none".)
Eg: If "unknown callers" are blocked, and you are not in her contacts, that could explain the situation.
