I read from previous conversations that the iBook I purchased is in PDF format and font size cannot be changed. Can I change to another format?

In that case it is an epub book like all the others in Apple's store. If you cannot make the font bigger, it could be that the publisher has somehow not included this feature. Are you able to change the font size in other ebooks you have from Apple?
One thing to try is removing and then redownloading the book.

Are you talking about the Audio Book (which says it has pdf content)? Or the ebook (which is not pdf)

No, normally you have to buy the text of an audio book separately.
If I remove will I have to buy again? This is first book I purchased on my iPad. I typically use Libby App and checkout books from library
