Unable to view family sharing transfer invite

I have my child on my family sharing plan. I want to transfer him to my husband's so that I can also be on my husband's (I can't transfer until I transfer my child). Following the right steps - my husband requests to add my son, the request is pending on his end, and it gets sent to me to approve. I get the email that says "allow <child> to leave your family and join <husband's>family?" I click on the "View Request" link which takes me to my Apple ID Settings, but then it says "Cannot View Invite - The invite cannot be viewed from this account", and no other info is available to me. Why, why, why?? What are we missing? It's gotta be a settings option but I've adjusted everything I can think of.
