Sorry, but the problem is not with Mail app.

"Private Relay Loading" in Settings/Apple ID/ iCloud hangs everything in that menu. In my case this follows a "Private Relay Unavailable. - System Settings are incompatible with Private Relay" notification. There is no way to turn Private Relay off.
