iPad ABM enrollment failure

I have Apple Business Manager, no MDM. I plan to use it for user account management and App deployment. I used Apple configurator 2 to create a blueprint that includes wifi, and assign it to my iPads. AC2 wipes the ipad, reinstalls IOS, it connects to the wifi successfully, starts to go through the process and fails around step 14.


It tells me: "The configuration for your iPad could not be downloaded from (My ABM Account). The request timed out".


The iPad shows in ABM as configured, but the iPad cannot be used as its keeps coming back to the "request timed out" page even after a reboot. What am I doing wrong?

I spoke with ABM support. Here is what I learned:

  • ABM expects that you will want to use a 3rd party MDM, even if you are not using an MDM, it still provisions your tablets like you are.
  • Going into ABM and selecting the device and then MDM servers and removing it from MDM(yes, even if you didn't select one it appears that ABM does for you) fixes this. You will need to restore via Apple Configurator after(not prepare).
  • ABM handles apple IDs and app purchases, but does not allow you to deploy the apps, you need an MDM for this.
  • Apple IDs created in ABM are not allowed to purchase apps directly so again, an MDM is required for apps.
  • You can change your app store ID to a consumer ID(not ABM) and then purchase apps. This will not affect its enrollment through ABM.

I get to step 13/14 every time and it fails with the error below. I have tried this from multiple networks/Wi-Fi's, even tried it while tethering to my phone for internet access. I have tried other iPads as well. Same results(and the tablets are connected in all cases anyways). It would be nice if these steps had more detail and even better if the error messages were actually meaningful. I removed all MDM servers from ABM before trying this time.
