Apple Configurator not working

We have a lot of devices i am trying to pull into Apple Business Manager/Jamf Now and following the steps doesnt work. Here is what i did:

1.) wiped iphone

2.) when it asks to connect to wifi, i stop.

3.) on another phone, i load up Apple Configurator, allow it to use my camera.

After that, it says on the wiped phone, an image of sorts will show up and im supposed to use AC to scan that image to pull it into ABM, but that never happens. Nothing happens. No image shows up.

It even says that if that doesnt work, in the bottom left you can do it manually, but that also doesnt show up.

What am i doing wrong? I cant get any support as when i try to have someone call me, it says it cant continue and i even tried putting the Apple Support app on the phone and trying that way and it says it cant connect to support either.

Does anyone out there know how to do this successfully????
