Mail message blocked from a reliable known sender

Why would mail not allow me to receive a message from someone I email with frequently:

I'm also attaching a screen shot of the email that was returned.

It said: The response from the remote server was:

554 5.7.1 [HM08] Message rejected due to local policy. Please visit Postmaster information for iCloud Mail - Apple Support

Same here earlier this week: a sender has received the same bounce error when trying to email to me at my iCloud.com address. This is for a one-to-one (i.e. not bulk). The sender has previously sent me mail successfully.

I see this iCloud mail status note. The affected sender mentioned in my earlier reply was able to send me an email successfully today. The issue may have been Apple’s and now resolved.
