Logic Pro X Sound Library not working with external HD

So I've been trying to move my Sound Library files from my internal hard drive to my external since the one on my computer is running out of space, but every time I try, it doesn't work. The actual process of relocating the library works fine, but once it's been relocated and i try to download sounds, it installs onto my computer instead of the hard drive. Also, when I relocate the library it says that the external hard drive is the only sound library location, but after downloading, it says that both my external and internal hard drives are. Is there something I'm doing wrong? is it an issue with the hard drive itself?
