disabled acocunt

when ever i tried to download an app from the app store i keep getting the message. " Your account has been disabled in the app store and itunes" and i watched some youtube videos and they said it could be some problems with my card charges back on purchases so i removed my payment methods and i tried to log out and back into my apple account so see if that was going to fix the problem but still didn't work.
