Both my Oticon hearing aids not showing up on my iPhone 13 Pro Max under Accessibility/Hearing Aids.
Even my Oticon ON App does not connect both L & R hearing aids. Allows only one either L or R one. Both hearing aids are with firmware 1.3.0 and my iPhone IOS is 16.0.3.

When you have had several bluetooth connection failures, the best thing to do is a "Reset Network Settings" and then reposer your hearing aids and try pairing again. Here is a link to the instructions: Return iPhone settings to their defaults - Apple Support
Only "Reset Network Settings".
Thanks. Reseted Network setting and it worked initially, then one hearing aid disconnected after I moved away from the phone. Tried to connect again but only one hearing aid connected.
I think the IOS 16-.0.3 needs to be updated. Please advise.

iOS 16.1 to be released today. Hope it fixes the bluetooth issues. After 10AM Pacific Time or 1PM Eastern.
Finally I had to reset both my hearing aids and then had them both synchronised to independently connect to my iPhone. All worked out well now.
