Can water damaged phone data restored if was backed up to iCloud?

When you get the new phone, you can restore the latest backup (probably the night before it got wet if you had turned iCloud Backup on) when setting it up the new one.
Anything on the phone like recent photos that had not had time to be backed up or upload to iCloud Photos will not be accessible if the phone is unresponsive.
