Full screen video rotating when it shouldn’t.

Whenever I go full screen on a video on safari and go into landscape then proceed to turn my phone so it is upside down(180 degrees) , the video rotates into portrait ruining the viewing experience when laying down. Also, when I rotate my phone the display flashes black before it goes into portrait. This problem has never happened before but now has just starting happening all of a sudden. The YouTube app as well as many other streaming apps have no problem with this but when trying to watch something on safari or any other web browser that uses the default iOS video player, the problem occurs. I tried using rotation lock but it does nothing and actually locks it in portrait not landscape. I tried restarting my phone as well as hard resetting my phone and nothing has worked.

I currently have iOS version iOS 16.0 (20A5328h) on the 11 pro max.
