What is the original problem you are having that requires you to reinstall macOS? These two issues may be related.
What version of macOS is currently installed? Is this a Retina or non-Retina model?
If macOS 10.12+ has been installed, then you can access Internet Recovery Mode using Command + Option + R (may also work with older versions of macOS, but Apple's documentation is confusing).
If your laptop can still boot normally or into Safe Mode, or if you have access to another Mac, then you can create a bootable macOS USB installer using the instructions in this Apple article:
