Cellular watch calls without iPhone. I don’t receive calls if I’m on cellular and not connected to my iPhone. If someone calls I receive notification of missed call. I even call make a call.

If you have set up service on your GPS+cellular watch it can make or receive calls with the iPhone off. Depending on your carrier you may not be able to send and receive SMS text messages if the phone is turned off.
