Old iMac as second monitor for Macbook Pro 2017 (2 usbc ports)

Can I use my old iMac late 2013 as a second monitor for my macbook pro 2017? I have a cable but it does not work. Am I missing something?

Use your iMac as a display with target display mode - Apple Support

If the iMac is running Mojave or Catalina you will have to erase it and install High Sierra.

You will need a Thunderbolt 3 adapter

and a Thunderbolt cable.
