iPhone 11 Software Update 13.2.3

I bought a new iPhone 11yesterday and started migrating my data from my old phone. The new phone required a software update to iOS 13.2.3 which it started to install. It's now been stuck on the software update/spinning wheel screen for about 9hours. Is this normal? Is there a fix for this?

No, that's not normal, if you followed the steps to update your device wirelessly, and if you're connected to a reliable and possibly fast wifi network or if you're trying to update your new device via iTunes on a computer:--> Update your iPhone, iPad, or iPod touch – Apple Support

I've the same issue today. Just received my iPhone 11, started migrating from my iPhone 8 and the 11 told me I needed to upgrade to 13.2.3. It downloaded and "prepared" the update, then it got stuck with a spinning pinwheel next to blue text saying Install Upgrade (I think, I'm in the office now, had to abandon the phone at home). I left it about an hour before giving up and resetting the phone and heading in to work.

It was connected to reliable WiFi, so connectivity is not the issue. I'll hit it again tonight, but that's interesting that I'm not alone with this problem. Is it possible to set the device up as new, then upgrade to 13.2.3, then do a factory reset to start the migration process again perhaps?
