Why does the Apple Watch (even the new models) only record arm swings? I have my phone with me on walks so it knows what distance I am walking but registers no steps, even when I have manually selected “outdoor walk workout” as I start my walk. How have they not fixed this yet?

I have found a work around for things like walking with a stroller, shopping cart, or in my case, my walker. I slip my watch into a side pocket or into a Crossbody purse. It will capture your steps that way.
Every smartwatch uses the free movement of your watch arm as an indication for your steps taken.
However, if you use the Feedback link, you can tell Apple directly about your wishes for future watchOS updates:
I would add that Apple has shown very little interest in steps as a health metric. So, while I agree with Ingo2711 that you should submit feedback, I don't hold out much hope.
