iPhone 15 Plus Siri unlock requirement for Bluetooth commands in car

While connected to bluetooth in the car, Siri says my phone needs to be unlocked to complete a command, such as play music. It is now against the law in my state to touch the phone in any way. This problem just recently started happening (June 2025).

iPhone15 plus with current updates. Siri responds, but will not complete the command such as "Play Chill Radio" or "Call my best friend". It now responds with "your iPhone must be unlocked.
