Why does Safari show a 'TEXT ONLY' page with frozen functionality on iPad Pro?

On my iPad Pro, 12.9”, Model ML0R2LL/A, every time I ask Safari to open a website, it does BUT right behind it, there is a “TEXT ONLY” page identical to the first but w/o all the graphics. I can go no further. Everything freezes. Nothing on the second page is operational. If I try and backup to the website, I can see that website briefly but then the TEXT ONLY page appears. This happens with any search engine I use, (DuckDuckGo, Google). This occurs with every website I try and visit. Any idea as to why this happens? It has been this way for a week or so now. Any assistance would be greatly appreciated.
