Why can't I install iCloud for Windows on my PC?

I am running Outlook 2021 on Windows 11. My iCloud to Outlook sync became disabled. I have tried to install iCloud for Windows from the Microsoft Store, and each time I get the message that it did not install correctly. I then tried to revert back to 7.21.0.23. This version starts to sync until step 5, it says "download items from iCloud - 0 of 2733 items downloaded, about 1 minute remaining. It then goes into endless processing. I've tried suggested fixes (delete temp files, modify Visual C++ Redistributable. Nothing works.
