Not only is Apple Intelligence not available in China, but even if it were, it would not available on an iPhone 14 Pro Max. Apple Intelligence is ONLY available on iPhone 15 Pro and 15 Pro Max and all iPhone 16 models. iPhone 14 Pro Max does not have the required RAM to run Apple Intelligence.

Apple Intelligence is not available on Chinese model iPhones and most likely never will be. This is regulated by the Chinese government.
