I have the latest IOS 18.4.1 on my 16 pro. When I look under settings under keyboard I don’t have stickers option. I can’t use Genmoji. How can I get stickers?

Correct. The Genmoji feature is in a separate menu with the happy face. You can’t make them through the Sticker menu, those are separate things.

Open the Messages app > Select a thread > Tap the + > Then stickers.
From there you can select images and remove their backgrounds to turn them into stickers you can use
