macOS 13 Wifi Country Code issue

I got an iMac 4K 2017 runs macOS 13.7.5 which prefer to pick 5GHz 20MHz when using local country code (ID), make it stuck at 174Mbps only


however when turn off location services for Networking and wireless, it immediately change the Country Code to CN (likely pick broadcast from my CN wifi router) and able to use 5GHz 80MHz which allow up to 867Mbps


Another Mac in same room runs macOS 15.3.1 have no issue to pick up 5GHz 80MHz using Country Code ID


Is there any way to replicate wifi config from macOS 15.3.1 to 13.7.5?

As the link suggest, 5GHz 80MHz was allowed since 2019, while macOS 13 was released back in 2022 - n it's latest release 13.7.5 was last month
