How to change Apple Intelligence language based on Apple ID region?

Hi support team

I have an iPhone from Japan with a Malaysian Apple ID. I noticed IOS 18.4 Siri already supports Chinese Mandarin, but if I changed the Siri language from English America to Chinese Mandarin, Apple intelligence will still show not available. Is this caused by the Apple ID region? Or I also have to change the device language form English to Chinese？Thanks.

The device language and Siri language must be set to the language you want to use with Apple Intelligence. The language doesn't have to be set to the language normally associated with a region.

I read that iOS 18.4 only supports Chinese (simplified) so that explains why Apple Intelligence is not available for Chinese Mandarin. I don't even see Chinese Mandarin listed as a language on my iPhone.
