Genius will not update my library and I have ITunes match not working

Windows 10 computer with latest updates. I have turned off genius, turned genius back on. Genius/my apple account does not recognize my library. I have had iTunes Match for years and years and this is the first time this has come up for me. I have jumped through most of the hoops listed here already. I just want this fixed.
