New “untamperable” gift cards still tampered with. Apple refuses to refund me.

Correct. This is an issue with the merchant from which you purchased or obtained the cards. You'll need to work with Woolworths.

So each card is missing last three codes ?

If you bought with a credit card then initiate a charge back. If with Amex then raise a dispute.

I thought Woolworth’s went out of business decades ago ???

A quick Wiki check found that the name is still in operation in some areas.

They are still overseas I think. Australia and a couple of other countries I believe.

Indeed. Some other commonwealth countries too; and apparently Mexico and Germany as well.
