Can't sign up for iTunes Connect account

Hi, I have been trying to connect my Apple Account with an iTunes Connect account. But when I go to sign up, I get a banner indicating I don't have a valid credit card with my Apple Account, which is completely untrue and in fact I added a couple of others to see if that would work.


If I try and skip ahead and select Books and hit continue, it just kicks me out again.
