Action button activates voice recording instead of silent mode on my iPhone

I’m trying to put my phone on silent mode using the action button in upper left side of phone but it keeps activating the voice recording

Personal Voice create button greyed out after 3 attempts on my iPhone 15 Pro Hi. I tried to record a personal voice, but I wasn't able to finish it all. Assuming I could pause and come back later I exited the app. When I came back later, I could only start creating a new Personal Voice, but my previous partial recording was not there to select. Long story short, I tried it 3 times and now I can't start recording another one, because the button is greyed out. Why doesn't Voice Memo appear as an option for my iPhone 15 Pro Max's action button? I have the Iphone 15 Pro Max, completely updated. Just found out you can change your action button into voice memo, went to go change it, and it doesn't appear as an option for me. Is there something wrong? How can i fix this? Thank you. I actually found that out in settings. Pretty cool new feature. Still trying to figure out how to use translate with the action button
