Why doesn't Voice Memo appear as an option for my iPhone 15 Pro Max's action button?

I have the Iphone 15 Pro Max, completely updated. Just found out you can change your action button into voice memo, went to go change it, and it doesn't appear as an option for me. Is there something wrong? How can i fix this?

i was having this issue as well until i realized i didn’t have apple’s voice memos app downloaded. once you download it, the option will be there :)
