I am receiving messages on the phone but no sound or haptic notifications after the iOS18.3 update, but I do receive the notifications while wearing my Apple Watch

I have the same problem with notifications but my permanently silenced phone ringtone is the biggest problem. I’ve checked to see that it is not in fact silenced, Do Not Disturb is off, Focus is turned off, I’ve restarted multiple times, turned my VPN off, reset my network settings… Nothing has worked.
I’ve missed so many important calls. Apple needs to fix this ongoing problem right now!
