Are you using a fitted case with your iPad?
Some poorly designed cases will interfere with your ability to touch the edges of the iPad screen - which, if touch-controls are positioned close to the edges, may impact your ability to reach them with a fingertip. If using a case, you might consider (a) using a compatible Apple Pencil to interact with the screen - as the Pencil tip is smaller and easier to accurately position on a small screen, or (b) remove the case altogether.
The Apple Support Community is a user-to-user technical forum. Contributors here are all end-user, just like you. Other than the site Moderators, Apple neither monitor nor participate within the Community. As such, you report is unlikely to be seen and recorded by Apple or Apple Support.

If you find a repeatable issue with your iPad mini, you would be well advised to report it - as unless you and/or others do so, Apple will not necessarily be aware of the issue. When submitting your report, ensure that you include your iPad model and installed version of iPadOS within the body or your report. Don't rely upon the pick-list, as this is rarely up to date with current models or OS releases.
