The "phone" option is no longer available under settings, so I'm not able to make any changes to my phone settings. I can normally block or unblock unknown callers, etc.

I guess when you installed iOS 18, you didn't take even a moment to read about the changes in the new iOS? The setting is there as Bob Timmons informed you. It's often a good idea to read the release notes when you download updates.........
Did you......tap Settings.....scroll down and tap Apps......then scroll down and tap on Phone?
