I have this set up on my phone. But when I went to show a friend how to do it on hers, I found the phone setting is no longer under settings. Why? And how does she do it with that missing?

It's not missing, just relocated. Open the Settings App. Go all the way down to the bottom of the page and tap Apps. There you will find all your apps to change settings on, including Phone. They are all conveniently listed in alphabetical order.
