iPhone won't allow me to block calls

I installed iOS 17.4 and now I cannot block callers. I use the same process of clicking the red Block Caller and it turns blue and shows Unblock Caller. However, if I go back to make sure I blocked it, I see the red Block Caller. The block doesn't set.

I also tried to add the same numbers from the Blocked Contacts screen - doesn't work.
