My Iphone 7plus stopped turning on after having contact with water
The repair guy tried changing the battery and screen but it stopped working
What could be wrong and what can be done to have it working again

Liquid and iPhone's are mortal enemies. Your phone is liquid damaged and can't be repaired. Time to buy a new iPhone.
iCloud and ANY subscriptions you pay for have no idea the phone isn't working. You have to do as ChrisJ4203 recommended.
Unless you tell your carrier (phone company) to stop cellular service, you can expect them to keep sending you bills, too. At the very least, you'll need to contact them to ask them to transfer your cellular service, and phone number (assuming you want to keep it) to a replacement phone.
