FaceTime not switching from email to phone number on iPhone

I have been having people FaceTime me but i am not getting the calls because my receiver is set to my email. When i go into settings to switch from my email to my number and I select my number, it has a loading sign next to the number option that doesn’t stop. How do i get it to change?
