FaceTime is available to call other Apple devices. If the called person only has a Mac, iPad or iPod touch, then you can use their Apple ID email address.

Otherwise, have you been able to use FaceTime before? If not, you need to make sure its available in your region: Wireless carrier support and features for iPhone in the United States and Canada - Apple Support

If you have used it before, make sure the iPhone is using the most current iOS version:

Since FaceTime is available in your region, you may need to contact your carrier to be sure your account is provisioned to use FaceTime. Check out the following resource for assistance with activating FaceTime to be sure these steps have been taken and confirm you're signed in with your Apple ID: Set up FaceTime on iPhone - Apple Support

If you have worked through those steps and can't activate FaceTime, use the steps of the following resource instead: If you can’t turn on or sign in to iMessage or FaceTime - Apple Support
