iPhone 16 Plus not accepting passcode after data transfer

I currently have an iPhone 15 and have got a new iPhone 16 plus, I was setting up my new phone and got as far as transferring everything from my old phone to the new one. Something has happened and it’s now on the pages at the start which shows hello in different languages, but for some reason when I try to put the passcode in it won’t allow me to do it and just goes back to the hello pages again. Tried the volume up and down and then turn it off and that does absolutely nothing.
