Unable to update iPhone to iOS 18.1.1 due to storage issue

In order to update to IOS 18.11 I need to have 12.52 GB of available storage. I have 2TB of storage via ICloud and my photos are at least 40.95 GB on the IPhone itself that do not seem to sync to the cloud and therefore taking up all of the available storage for the upgrade. I tried off loading apps and it still results with the same findings. Will I just have to forego the upgrade forever?

iOS 18.1.1 is no longer available, iOS 18.2 is the current version.

Try updating using a computer, it requires less space on your phone.

PS. iCloud is a syncing service, not external storage. It will not reduce the amount of data you have on your phone.
