i have both IPad Air and I phone pro11, purchased upgrade storage to 200 GB My IPad was successfully upgraded and additional photos were downloaded however I phone was not being ungraded and photos were not be able to be downloaded.
please advise

iCloud storage does not in any way change, modify or increase your device's local capacity.
Whatever storage space it was bought with is what it will have forever. Wether its an iPad or an iPhone it does not matter. It cannot be changed.
iCloud Storage is on an Apple server and is used for backups and online storage of photos and files in iCloud.
If your iPad suddenly had enough room, you portably enabled Optimize Storage in Settings->Photos to reduce the quality and file size of the photos. You would need to do the same thing on the iPhone.
