I bought an IPad Air M2 from china but I am using it in Pakistan with region and language set to United States English. Why am I not getting Apple Intelligence on my IPad? I have IPad OS 18.2

You don’t have it because you bought the device in China, where Apple Intelligence is banned by law. You will never have AI on that device. Sorry.

Well… there is a non-zero chance that the Chinese Communist Government will approve it for use, but that’s about as far as I’m willing to go… If I had to put money on it, I’d say there’s a better chance of being struck by lightning or winning the lottery than there is of that happening in the next 5-10 years.
That very well may be. But I'm not willing to to tell someone they will never get it. I'm simply telling people they won't get it until or IF, it is approved for use in China.

I'm not sure we can say they will never get Apple Intelligence in China as I'm not aware that has ever been suggested. But we can say until it is released for China, devices purchased in China will not get Apple Intelligence.
