Why doesn't my new iPhone 16 Normal have Apple Intelligence?

"I just bought an iPhone 16 Normal. The iOS version on my phone is 18.3.1. My device language and country are set to the United States, but I don't have Apple Intelligence."

That device was originally sold in China. It will not get Apple intelligence until and unless the Chinese Communist Government approves it.

I wouldn’t hold my breath if I were you.
