Apple Intelligence on iPhone will not download the additional support

My iPhone (16 Pro Max) will not do Genmoji and Image Playground because it says it needs to download support. I am using a language and region that is compatible with 18.2 (Canada - English).

I have tried...

• plugging in phone and making sure I am on strong (VERY fast) Wifi
• restarting my phone
• turning on Apple Intelligence
• turning it back on
• changing regions and going back to my region
• everything in the books

I have not restored my phone. I kind of want to avoid that hassle!

Any way to get the phone to download the support? In settings, it starts and says it is, but kind of times out after a while. Very frustrating!
