Apple Intelligence is available to users in the UK with devices that support this feature and have iPadOS 18.1.x installed - such as your iPhone 16 - although your iPhone must have key settings changed so as to enable access to Apple Intelligence:

Having enabled Apple Intelligence, you will need to wait for the feature to activate and for the Language Models to be automatically downloaded to your device. This final step may take a little time.
You should note that while these settings changes will enable US English (currently the only supported language for Apple Intelligence), this will not change any other region settings on your iPhone/iPad. Your device will continue to use your [presumed] UK region App Store and all other UK services as set elsewhere in your device settings.
Apple have previously stated that support for UK English will be released with iOS/iPadOS 18.2 - this release anticipated later in December.

The main reason Apple has limited access to Apple Intelligence is that it only supports U.S. English at this time.

My mobile phone company in the UK told me to expect RCS availability from 9 December so it looks like 18.2 is planned for next Monday.
It’s coming to other English speakers today.
