I have been using iPhone 16 pro from the first release date purchased from China mainland. i am yet to receive the apple intelligence in my phone till Feb 2025. is there any date or timeline when AI will be available for the China mainland iPhone?

This is a user to user only forum, where no one from Apple participates. To my knowledge, Apple has not announced a date, when or if Apple Intelligence will be released in China. You should reach out to your government to let them know you'd like them to approve it.
