Unable to accept iCloud Terms & Conditions in iPhone 11 iOS 17.6.1 update

Accepting new terms and conditions 2024

I have an iPhone 11 and software 17.6.1 update which is what my phone is at but i recently got a notification to New iCloud terms and conditions that needs to be accepted which will require for me to enter my phones password so ok I click the notification in settings which then takes me to APPLE ID SUGGESTIONS page and there it gives me instructions that say : to use iCloud on this phone you must accept the new terms and conditions and enter your iPhone passcode. Gives me the option to continue so I click continue and then an error message appears that says : cannot complete action, this action can not be completed at this time .

Update it to 18.1

I have an iPhone 16 Pro Max with software version 18.2 and I can’t accept terms and conditions. It does not give me an error. I rebooted and updated to the latest iOS
